The country was experiencing a food crisis that had already resulted in widespread hunger, but the decree was unconcerned with the fate of the peasantry and the impending famine. On December 14, 1932, Joseph Stalin and Viacheslav Molotov, the former as head of the Communist Party and the latter as premier of the Soviet government, signed a decree “On the Procurement of Grain in Ukraine, the North Caucasus, and the Western Region.” Its goal was to galvanize party officials to carry on harvesting grain from rural areas in order to, among other things, sell it overseas and finance Soviet industrialization.
