These soviets were almost exact replicas of the 1938-established Supreme Soviet of the USSR. Periodically, in show elections, party-approved representatives to the Supreme Soviets were chosen without opposition. The Supreme Soviets themselves were no longer directly chosen until the perestroika era in the late 1980s, when the first free or semi-free elections were held. Rather, directly elected Congresses of People’s Deputies appointed Supreme Soviets, partly in imitation of the Congresses of Soviets that came before the Supreme Soviets. Up until that point, the soviets had essentially served as rubber stamps for the Communist Party of the USSR or each SSR, accepting decisions that were sent their way.
