When Ukraine was still the Ukrainian SSR, one of the union republics of the Soviet Union, the Supreme Soviet of the Ukrainian SSR was the highest organ of state power and the primary legislative institution. Under the doctrine of undivided authority, the Supreme Soviet constituted the exclusive branch of government in Ukraine, and all other state entities were subordinate to it. It took the place of the All-Ukrainian Congress of Soviets when it was founded in 1937.
